SAFETY OF NAVIGATION

Routeing measures in the Straits of Malacca and Singapore
to enhance safety of navigation

SUMMARY

Executive Summary: This document serves to inform the Committee on:

(a)    the outcome of the last phases of the re-survey of critical areas and investigation of dangerous/unconfirmed shoals and wrecks In the Straits of Malacca and Singapore;

(b)    the upgrading and provision of aids to navigation; and

(c)    the removal of hazards to navigation associated with the wreck of the ICL Vikraman

with regard to the proposed amended routeing system in the Straits of Malacca and Singapore.

Introduction

1   Taking note of the decision of the Sub-Committee on Safety of Navigation at its forty-third session, the littoral States of Indonesia, Malaysia and Singapore hereby inform the Committee on the status of the following:

.1   the outcome of the last phases of the re-survey of critical areas and investigation of dangerous/unconfirmed shoals and wrecks in the Straits of Malacca and Singapore

1.1    The Four Nation joint re-survey of critical areas and investigation of dangerous/unconfirmed shoals and wrecks in the Straits of Malacca and Singapore was completed in March 1998. The results of the last two phases of the re-survey, i,e. phase 2 (annex 1) and phase 3 (annex 2), confirms that it is not necessary to make any adjustment to the proposed routeing system.

.2   the upgrading and provision of aids to navigation

.2.1    The proposal to introduce new routeing measures in the Straits of Malacca and Singapore to enhance safety of navigation, involves the upgrading of eight navigational aids and the provision of nine new light beacons and one light buoy.

 

For reasons of economy, this document is printed in a limited number. Delegates are kindly asked to bring their copies to meetings and not to request additional copies.

The upgrading works and construction of new light beacons are currently in progress and should be completed by November 1998. However, the proposal to increase the range of certain existing light beacons in the Straits of Malacca will only be carried out when new structures are constructed to replace existing ones.

.3  the removal of hazards to navigation associated with the wreck of the "ICL Vikraman"

.3.1    The owners of the ICL Vikraman, through their P&I Club, are currently finalizing arrangements for the partial removal of the wreck. They have proposed to crop the wreck to leave a water depth of at least 23 metres below chart datum. The whole operation is expected to take six months and will be completed before the anticipated implementation of the revised routeing system in the Straits of Malacca and Singapore.
