Introduction
1 Italy, having reviewed the draft text for a revised SOLAS chapter V, as contained in NAV 42/23/Add.1 and NAV 43/WP.4, is of the opinion that some regulations relevant to nautical charts need further improvements in order to allow Administrations to retain a leading role in safety o navigation matters.
Considerations
2 Nautical charts and publications are of paramount importance for the safe conduct of navigation. Because of their importance it is essential that an Administration is not denied the authority of approving appropriate nautical charts.
3 Nautical charts provide information which is essential for the purpose of ensuring safety of navigation. The more the information is disseminated and easy to access, the higher the safety. In this regard, the experience accumulated in the aviation sector, where safety measures are very advanced and most effective, could be taken to account. In aviation the government authorities carry out their institutional mission of collecting and publishing the official data, which is currently made in paper analogue format.
The official data are then reprocessed by a variety of commercial companies who derive products targeted to satisfy the needs of different customers. The presence of multiple suppliers striving to offer the best product, ensures a continuous effort to maintain the highest standards and guarantees that "top quality information" is readily available.
