GPS Risk Assessment Report
This report documents a study performed by the Johns Hopkins University Applied Physics Laboratory (JHU/APL) to assess the risks of relying upon the Global Positioning Satellite (GPS) navigation system and proposed augmentation systems for air navigation. The study was performed under contract to the Air Transport Association (ATA) and was jointly sponsored by the ATA, the Federal Aviation Administration (FAA), and the Aircraft Owners and Pilots Association (AOPA).
This study examines whether GPS and two proposed augmentation systems-the Wide Area Augmentation System (WAAS) and the Local Area Augmentation System (LAAS)-would be capable of serving as the only FAA-provided navigation system for aircraft operating in national airspace. The study quantifies the ability of the system to satisfy Required Navigation Requirements (RNP) in terms of accuracy, integrity, continuity, and availability. The report also evaluates additional navigation options that could mitigate identified risks.
