2： Full use should be made of the wide-area administrative sphere even in the implementation of the work of individual local authorities, with every attempt being made towards wide-area coordination.
3： Local authorities should work to strengthen intra-regional solidarity by promoting the wide-area use of public facilities through the establishment of a unified fee and reservation system and personnel exchange between local authorities.
Chapter 3 Local assemblies
(1) The promotion of decentralization will make the role of local assemblies more and more important, and for this reason the national government is looking into policies to vitalize local assemblies. Local authorities should also pay attention to the strengthening of the functions of the assembly, such as the addition of matters to be voted on, and should also work on their own initiative to rationalize the organization and running of the local assembly.
(2) In addition to raising the accessibility of the local assembly by for example opening committee meetings to the public, the drive to vitalize the local assembly should be taken still further with initiatives to raise public interest in the dealings of the assembly, such as the holding of night-time sessions.
