Municipalities are the basic units of local government. Prefectures are the local authorities of the wider area embracing the municipalities.
・Delegation of administrative work by ordinance
Through stipulation in an ordinance, prefectures can delegate part of the administrative
work that they handle to the municipalities in their prefectural area.
・Revision of the local authority disputes mediation system
With regard to the handling of disputes relating to prefectural involvement in municipal affairs, the current local authority dispute mediation system will be revised to conform with the procedures for handling disputes between the national government and local authorities (to be solved ultimately by judicial procedure).
