Abolition of the Delegated Duty System
(1) In order to build a new relationship of equality and cooperation between the national government and local authorities, the delegated duty system shall be abolished.
(2) Work handled by local government shall be restructured as autonomous work and legally delegated work.
(3) The series of bills to revise laws related to the abolition shall be submitted to the ordinary session of the Diet in 1999.
