Salary Levels of Local Government Employees
。?s of April 1,1997, under the Laspeyles index, the average salary level of local government employees for all local authorities is 101.5, and has been falling constantly over the past 23 years since 1975.
。?he Laspeyles index distribution is shifting steadily lower year by year, and no local authority has recorded an index of 110 or higher since 1994. Compared to the level in 1974 (793 local authorities), local government employee salaries are steadily being rationalized in relation to the salaries of national government employees. In 1997 there were 2,335 local authorities, or 70.7 percent of all local authorities, with a Laspeyles index below 100.
