Project members agreed that it is Japan's role to persuade the US into the agreement by demonstrating the usefulness and importance of the agreement. Some project members empathized a need for some bilateral framework to achieve this.
4-2-4: Need for Japan-US-Australia policy toward Asia
The project's delegation to Australia found that Japan, the US and Australia can be mutually complementary in their respective dealings with other regional countries. For example, although Australia has a problem with India, it is easier for Japan to talk with India. By the same token, Indonesia listens to Australia more than it does to the US. Project members agreed that it would be highly useful for all these three countries to know which country has what strength in their respective diplomacy with other regional countries and utilize the strengths in a mutually complementary manner. However, more efforts to overcome the differences of security perception and policy stance among the three was also pointed out by the members.
4-2-5: Need for Japan's own English Journal
Project members agreed that although the publication of the Bible of the Sea has been highly successful especially in increasing domestic public awareness, it is necessary for Japan to publish an English journal specializing in maritime and security issues to increase international public recognition of Japan's activities and policy stance. Some members pointed out that this could be done either jointly with the proposed establishment of a specialized research institute or separately from it.
