Both from inside and outside this project, the following problems and proposals have been raised:
1) Some papers presented by practitioners and essayists involved idea, theory, and proposals that cannot be clearly distinguished from their own. The project should be more careful to distinguish what is their own view from internationally-accepted views.
2) The 1997 project seems to have been focused more on introduction of overseas research activities and less on developing its own research activities and on policy advocacy. The project should strive to develop its own research activities, to introduce them to overseas countries, and to point out problems and propose solutions to further contribute to increased public awareness of the importance of freedom of navigation.
Project members all agreed to accept these suggestions and develop the project based on them. They agreed particularly to produce more academic papers on the issues of freedom of navigation.
