1 Paragraph 13.13.1 of the International Code of Safety for High Speed Craft (HSC Code) requires all navigational systems and equipment (including night vision equipment) to be type approved by the Administration according to relevant performance standards not inferior to those adopted by the Organization. The HSC Code came into force internationary on 1 January 1996.
2 The Maritime Safety Committee (MSC) decided at its sixty-eighth session to instruct the Sub-Committee on Safety of Navigation (NAV) to develop IMO performance standards for night vision equipment for HSC (see MSC 68/23, paragraph 20.46). This item is now contained in the provisional agenda for NAV 44 (see NAV 44/1). A proposal on such performance standards is attached as annex to this note. This note replaces note NAV 42/7/10.
3 In developing these performance standards, Germany has taken into account NAV 41/6/3 submitted by Hong Kong, as far as the operational requirements are concerned, and NAV 43/13/3 submitted by the United Kingdom. Germany has further taken into account the Guidelines on Common Structure for performance standards for navigational systems and equipment as decided by MSC 67 (see MSC 67/22,paragraph 7.17).

4 The Sub-Committee is invited to consider the proposed performance standards for night vision equipment for HSC and take action as necessary.
