ISO/CD 16848に対する日本意見
(1)Sub-Clause 4.1
4.1項の文章は、SOLAS規則のとおり、次のように変更する。
The ladder shall be designed so that the lower platform is not more than 9 m above the waterline ………………………………
(パイロットアコモデーションラダーの下部踊り場は、水面上9m以下とする。)
(2)Sub-clause 4.2.1 (開口部が設けられた舷側はしご)
図2によると、パイロットラダーは下部踊り場に吊り下げられなければならない。そして2本のバーチカルレールは踊り場上2mに延長すべきである。
一方 IMO Resolution A.667(16)3.8項は、パイロットラダーは下部踊り場のハンドレールの高さまで延長することを要求している。
IMO決議に整合していないと考えている。よって、
4.2.1項の第一段落目の”below”を”through”とする。
4.2.1項の次の記述を削除する。
"Two vertical rails shall extend from the floor of the platform to a point 2 m above the platform. The rails shall be in line with the side ropes of the pilot ladder."
4.2.1項の末尾に次の記述を挿入する。
"The pilot ladder shall extend above the lover platform to the height of the handrails through an openning."
図2を別添1の図と差し替える。そして、pilot ladderの離着脱の方法を明記して下さい。
(3)Sub-clause 4.2.2 (開口部のない舷側はしご)
水先人用はしごを舷側はしごの下端プラットフォームに結び付けると、船体が横揺れした場合や舷側はしごの高さを調節する場合、水先人用はしごがプラットフォームに引っ張られて触れ回ったり切断する危険がある。よって、
4.2.2項の次の記述を削除する。
"The platform shall be provided with a means to lash a pilot ladder along side to allow the pllot to step safety from the pilot ladder and onto the platform."
4.2.2項の末尾に次の記述を挿入する。
"The pilot ladder shall be rigged immediately adjacent to the lower platform of the ladder and the upper end shall extend at least 2m above the lover platform."
(4)Sub-clause 4.3
別添2のIMPAからの手紙に示すとおり、はしごの幅は、最小600mmに改めてほしい。
再確認をお願いします。
(5)Sub-clause 6.1
3000Nの集中荷重は、ISO5488に従って、2205Nに修正する。

(6)Subclause 6.3
1500Nの集中荷重は、ISO5488に従って、735Nに修正する。
