4. SC1会議
SC1会議は、8月15日の午前及び16日の午後に開催された。3月15日の午前の会議では、4.1項に示す議題の1から5までを、16日の午後の会議では議題6から13までを審議した。

4.3 開 会(議題1)
SC1議長のMr.B. W. Thompson(Thompson Maritime Inc.)により、ロンドン会議の開催が宣言された。
4.4 出席者の点呼(議題2)
各国及び国際機関の代表の点呼が行われた。 10ヵ国、8機関から、総勢30名が会議に参加した。参加者は上記8項のとおり。
4.5 議題の承認(議題3)
議題案(N80)を検討し、議題7及び8の内容に修正を加えた議題案N84を作成して、議題として承認した。
