Guidelines for determining the application of the requirements for cargoes which may liquefy
1 In accordance with regulation VI/6 of SOLAS, concentrates or other cargoes which may liquefy shall only be accepted for loading when the actual moisture content of the cargo is less than its transportable moisture limit (TML).
2 The guidelines set out at annex are for clarifying the scope of the application of the requirements for cargoes which may liquefy. They present the procedure for evaluating liquefaction potential of solid bulk materials. If a shipper or a master of a ship has doubts whether the cargo, which is not listed in appendix A of the BC Code, is liable to liquefy at a certain moisture content, the procedure in the annex is recommended to be applied to the cargo.
3 Member Governments are invited to bring this circular to the attention of all parties concerned, with the aim of appropriate application of the requirements.
