New procedure for evaluating liquefaction potential of solid bulk materials

Executive summary: Japan submitted a paper on the procedure for evaluating liquefaction potential of solid bulk materials to the second session. This paper provides the revised version of the procedure.

Background and the necessity of new procedure

 

1 Since 1 January 1994, it is required by regulation 6/VI that concentrates or other cargoes which may liquefy shall only be accepted for loading when the actual moisture content of the cargo is less than its transportable moisture limit (TML). Japan amended the national regulations in response to the international requirement.

 

2 Through the consideration of the amendment to national regulations. We discussed the scope of the application of the requirement and we enumerated the names of materials to which the requirement applies. In view of safety of transport, it is appropriate to apply the requirement to many materials which may liquefy. However, such a conservative way of implementation of the requirement often causes the problem that the wide application may affect the carriage of materials which are not liable to liquefy. Therefore, it was emphasized by shippers that the wide coverage of the list of materials for the application of the requirement could be a major problem.

 

3 The problem is caused by the ambiguity of the definition of "materials which may liquefy". In general, "materials which may liquefy" are the materials listed in appendix A of the BC Code. However, the list is not exhaustive as described in the appendix itself. Considering that many industries continue to produce various new materials, the definition should be clarified. In other words, a procedure for determining liquefaction materials should be developed.
