5.2 Member States, applying ballast water and sediment discharge procedures, should notip the Organizafion of specifc requiremalts and provide to the Organization,for the information of other Member Stales and non-govemmental organisations, copies of any regulations, standards, exemptions or guidelines being applied.
5.3 Administrations should provide the widest possible distribution of information on ballast water and sedimalt management and treatment proceduers being applied to shipping by port State authorities. Failure to do so may lead to unnecessary delays for ships seeking end to port States where ballast water and sediment management and treatment procedures are being applied.
5.4 Shipping orgmisations and ships' managers should be familiar with the requirements of port Sute authorities with respect to ballast water md sediment management and treatrnent procedures, including information hat will be needed to obtain entry clearance.
5.5 Member States should provide the Organization with details of any research md development studies that they carry out with respect to the impact and control of harmful aquatic organisms and pathogens in ships'ballast water and sediment.
5.6 [Member States should provide, to the Organization, details of annual compliance records for ballast water and sediment discharge procedures that they are applying. These records should report all incidences of non-compliance with regulations or guidelines and list all non-complying ships by ship's name, official number and flag.]
6 Training and Education
6.1 Governments are encouraged to amend their appropriate certificates to include a knowledge of duties imposed by national and intemational law regarding the control of pollution of the sea by harmful aquatic organisms.
6.2 The application of processes and procedures are currently at the core of the solution to minimize the introduction of aquatic organisms. Governments should ensure that their marine training organisations include this in the contents of their syllabus.
6.3 Training for ships. masters and crews as appropriate should include instruction on the application of baliast water and sediment management and treatment procedures, based upon the informafion contained in these guidelines. Instruction should also be provided on the maintenance of appropriate records and logs.
7 Requirements for Ships
7.1 All ships
7.1.1 Every ship should be provided with a ballast water management plan. The intent of the plan shall be to provide safe efficient procedures that ensure that ballast water discharge is kept to a minimum and/or safe and efficient procedures for ballast water treatment are available.
7.1.2 The ballast water management plan should be specific to each ship or class of ship and take into account the ballast water capacity, the pipework for ballasting and deballasting, pump operafion and stability parameters.
