already solved some important problems encountered on tuberculosis control and showed good cost effectiveness.
5.2 The Ministry of Health upgraded the tuberculosis from the third category of infectious disease in "The Law of Prevention and Management of Communicable Disease " to the second category in 1996. In this case, the health unit must report all detected tuberculosis patients and suspects to the authorized local epidemic prevention unit within 12 hours (in city and township) or 24 hours (in rural area).
5.3 The Ministry of Health has dispatched an official circular to all provincial health bureaus requesting to promote effective implementation of supervised short course chemotherapy in their jurisdiction. The standard short course chemotherapy regimens with full supervision should always be effectively conducted.
5.4 PROPAGANDA AND HEALTH EDUCATION ON TUBERCULOSIS
Various kinds of propaganda and health education had been extensively carried out in both tuberculosis control projects. 28 out 31 municipalities, provinces and autonomous regions had been involved in these two projects. In "World Tuberculosis Day" in 1996, the Ministry of Health requested all provinces to motivate community participating the activities of propaganda on tuberculosis control. The Minister of Health-Prof. Min Zhang Chen made a public speech to new agencies on that day. The deputy provincial governor, leaders of provincial people's congress and people's political consultative conference jointed the road-side consultation activities on tuberculosis control in 22 municipalities, provinces and autonomous region. The provincial governor made a public speech on television in 11 provinces. A total of 1,324 television programme had been despatched at provincial, prefectural and county level and 2,335 programme by broadcasting station. More than 900 health education articles had been published to public on 40 news papers.
