The oil storage barge complies with the safety regulations of the Japanese Maritime Law and is registered to Nippon Kaiji Kyokai (NK) with a Classification Character NS* with the added special notation of "smooth water service; oil storage barge, oil flash-point below 61℃".
In addition to the above, the oil storage barge complies with the Fire Service Law as a marine storage tank (a category of the outdoor storage tank defined in the "Regulation on Limitation of Storage and Handling of Hazardous Materials"). The oil storage barge has seven oil tanks of 100,000kl each, 28 water ballast tanks, a pump room, a motor room, a switchboard room, a control room, etc., as shown in General Arrangement.
The oil storage barge of a double-hull structure, wherein sea water in the double hull serves to prevent oil leakage from the barge. Further, each oil storage barge is enclosed in a primary oil dike made of steel floats designed to localize oil diffusion in the basin should any oil leakage occur.
The following structures and equipments are to be fitted to prevent oil leakage and fire accidents.
-Double-hull structure
-Water sealing tank surrounding the oil tank
-Rupture hatch
-Pressure relieving devices (Breather valves and PV breakers)
-Injection of inert gas into the oil tank
-Foam fire extinguishing system for tanks
On-deck foam monitors: remotely controlled, 15,0001/min × 8 sets
-In-tank foam injectors: fixed-type, remotely controlled
-CO2 fire smothering system for pump room and motor room
-Water spray system for prevention of fire propagation
The following onland facilities are jointly for the eight oil storage barges.
-Power plant (electric generator and prime movers)
-Fire extinguishing pumps with prime movers
-Fire extinguishing foam tanks and mixing equipment
-Inert gas generator
-Crude oil gas treatment facilities
-Instrument controls (central control room)
-Oily drainage treatment facilities
