in home care organizations waiting lists are very common. Sometimes they even occur for nursing care that is seen as indispensable. As for the division of money: especially the home care organizations are under big pressure the last few years. In most cases it means that they do not have the necessary resources to help every client according to their needs. Still, instead of excluding people, most home care organizations choose to try and help every client, The result is that the quality of care decreases: there is no time anymore for some small talk, while only the very necessary care is given. At the same time the working lead of health care workers increases. Exactly the same processes can be observed within nursing homes,
Many solutions have been sought for the fact that health care is under pressure. The first one that I mention is the plan to limit the basic care that everyone should receive, This plan was made by one of the advisory committees for government. The idea was that according to certain principles a decision would be made which kind of care is basic, and which kind of care is not. This plan has, however, not been executed up to now. A second way is to enhance efficiency by setting rules. The main way in which regulations have been set to improve the efficiency within organizations was by introducing budget systems. This means that choices have to be made within the organizations in which way to spend the available money. Another way in which efficiency is stimulated is by introducing competition in some fields of health care. We will encounter all of these solutions in the course of my presentation. But besides these solutions that seek to make better use of the available resources, there is also the possibility to enlarge the total amount of money spent on health care. This is what the current Minister of Health, Welfare and Sports says that she wants to do during the next government period. Instead of an annual rise of 1.3% of the budget, which has become normal the last few years, she wants an annual increase of the budget of 2%. Also, it seems that the home care sector will receive more money in the near future. So also in this way solutions are sought for
