3. Satellite System of National Accounts and SEEA

 

3.1 1993 SNA and SEEA

In 1993 SNA, several concepts were broadened to respond the growing concerns of incorporating natural resources and environmental criteria in economic analysis. SEEA objectives are (1) To measure more accurately the structure, level, and trends of socio-economic performance for purpose of environmentally sound and sustainable development planning and policies. (2) Satellite accounts system allows for (a) segregation and elaboration of all natural resources and environmental related flow and stock of current transactions and assets of traditional accounts. (b) linking (flows and stocks) between physical resource accounting with monetary environmental accounting and balance sheet. (c) Assessment of environmental cost and benefits which has two major issues, first is the use (depletion) of natural resources in production and final demand. Secondly, the changes in environmental quality resulting from pollution and other impacts of production, consumption and natural events on one hand and environmental protection and enhancement on the other. (d) Elaboration and measurement of indicators of environmentally adjusted income and product : The depletion of natural resources and changes in environmental quality permits the calculation of modified macro-economic aggregates called the Environmentally Adjusted Net Domestic Product, or in short is Eco Domestic Product (EDP).

 

3.2 Relationships of SNA, NBS, and ENRA in the scope of SEEA

Scope of extension and modification of SNA regarding to ENRA are : (l) Desegregation of economic transactions (activities) to natural resources and environmental concerns. (2) Additional of non-market activities. (3) Subtraction of natural resource depletion and degradation and environmental damage.
