II. Development Sustainability

Development and changes of any society is the results of interaction between economic and social factors created within the society and from outside (see Annex 3,4 & 5). Regarding nature or ecological , natural causes and effects are interaction of man and nature. If man is center of thing, all thing surrounding man is environment of man. Based on this, environment can be broadly classified into two folds of economic and social factors.

 

Economic environment: comprised factor inputs and outputs of economic activities via economic transactions e.g. production, consumption, investment, external transactions etc. Technology is also classed as economic inputs. Under the 1993 UNSNA, natural services is included as inputs and output in economic boundary.

 

Social environment: covered socio-politic factors i.e. social structure / institutions, history, politics, demographic & ethnic, religious, culture etc. Sustainability of socio-economic development depends on balanced interaction of economic and social factors. "Balanced interaction" means the harmonization of economic and social factors in providing goods and services with natural conservation.

 

?V. Economic and Environmental Accounting

To understand environmental and natural resources accounting system (ENRA) with elaboration to SEEA and satellite accounts it is necessary to mention briefly on economic accounting which SNA is core accounts, its changes, and basic statistics.

 

1. System of National Accounts and Its Changes

SNA is a framework of coherent and integrated set of macro economic accounts, balance sheets and tables based on a set of internationally agreed concepts, definitions, conventions, classifications, and accounting rules. The system consists of a sequence of inter-connected accounts linked to different types of economic activities taking place within a given period of time, together with
