formed above the South-East Asia and the Pacific as well as the developing countries' averages on the three of the four indicators of HDI.

While the country has performed well in non-income components of human development, it has lagged behind significantly in terms of increasing per capita incomes.

8.5. The computed HDI for 1994 as reported in the 1997 Human Development Report of UNDP is 0.672 which placed the country at the 98th position among 175 countries of which the HDI is calculated. Though an increase in the HDI is observed, its position relative to other countries has decreased.

8.6. The Philippines is among the 66 countries in the medium category (0.500-0.799). There are 64 countries in the high human development category (0.800 and above) and 45 in the low category (HDI values below 0.499).

 

Methodological Issues

8.7. The HDI is flexible enough to accommodate the inclusion of other indicators of human development. Its flexibility allows the different areas to decide which development human factors are most important for them. This index can be used to evaluate how well leaders have performed in raising human development at a point in time or over time. Its flexibility, however, would create problems if geographical comparisons will be made. The components of HDI should be the same therefore, whenever a comparison will be made, be it temporal or geographical.
