First, the very youngest contingent requires expanded health services; a large proportion of this age group in Asia already suffers from malnutrition and a further increase in their number is a cause for special concern. Clearly, those who will survive will constitute the future labor force, and malnutrition suffered during the early years may have undesirable effects on their physical and mental development, and thus on their subsequent well being and productivity when they enter the workforce...An even greater investment will have to be made in primary schools and similar facilities, thus diverting scarce funds away from more conventional 'resource-producing' activities such as agriculture and manufacturing." 16
