Conclusion

Meeting the demands of further information orientation

Digital and network technology has developed so remarkably in the past few years that fusion with communications and broadcasting has accelerated and multimedia have penetrated our social activities and lives.

This is an international trend occurring in the same period as deregulation and plans for an information super-highway all over the world. As a result we can enjoy an environment in which it is possible to use not only existing telephone (communications) and television (broadcasting) services, but also integrated services combined with various personal and global computer network systems.

Today, reasonably priced household information products can cope with global networks and multimedia such as the internet. Naturally, information technology will become increasing enmeshed in the daily lives of citizens in every region, and citizens' demands for better administrative services will become more and more diverse. The relative value of measures for an information network is not necessarily lower than that of other measures, and rather it can be expected to rise in future. It is important for the national government and local governments to adopt a flexible attitude to changing priorities accompanying changes in society.
