Some local governments took measures for the protection of personal data not by establishing regulations, but by introducing rules or stipulations. The number of such local governments totals 804. So at the present time, including the 1,312 organizations that have established regulations, there are 2,116 organizations (63.8% of the total) that have taken some form of measures to protect personal data.

b. Content of regulations

Many local governments have introduced regulations governing computer processed personal data in the public sector. Recently there has been an increase in the number of local governments introducing regulations governing personal data held by the private sector or affected by the shift towards manual processing.

Some regulations concern the handling of records, and the use, supply maintenance and management of personal data while others concern the publication or revision of personal data external commissions, and the obligations of staff involved in data processing. 572 local governments (an increase of 17 compared with the previous year) prohibit people from connecting their computer systems to the national government as part of the regulations governing the use and supply of personal data.
