improve the quality of services, provide new services, ease the burden of citizens, and promote a people-oriented administration.

The following policies are considered to be key issues in promoting an information networks in daily life.

 

1) Health, welfare and medical care

a. Medical institutions, care support centres, etc. should be connected through CATV to provide better home care services for the sick and the elderly.

b. IC cards with large memories and high security safeguards should be introduced to record patients, medical information. This will contribute to prompt and efficient medical consultations and health checks.

 

2) Education

a. Schools, lifelong learning facilities and culture centres should be linked by a network to supply information on teachers and instructors, study opportunities, visual aids, culture classes, etc.

b. wo-way communication systems should be introduced to provide long-distance education when teachers live far from their students.

c. Library information networks can be a tool in the search for books and can connect libraries with each other. Information on books in other public facilities and reservation systems can also be provided.

 

3) Disaster prevention

a. Disaster prevention network systems should provide precise information on the extent of a disaster and facilitate the transmission of information to people.

b. Construction of a satellite information system will enable the collection of disaster prevention information over a wide area.

c. Information on disaster countermeasures can be transferred through the internet concerning weather evacuation measures, the extent of a disaster supply of food and housing, vacant beds, etc. in the event of an emergency such as an earthquake or flood.
