private and public sectors, such as the Promotion Committee for Construction of Local Information Networks in which both the private and public sectors are represented.

The guidelines mention the division of roles and cooperation between the private and public sectors in organizing the core entities for constructing information networks. The introduction of CATV personal computer networks and local captain systems is encouraged.

The guidelines also recommend private-led construction in areas where the private sector can construct networks on their own.

 

(5) Development of human resources for constructing information networks

When training people to construct information networks, it is necessary not only to train professional technicians but also to promote information networks in which local residents can participate.

This is borne out by the fact that the number of information-related communications equipment in companies and government offices already far exceeds the number of technicians.

In this sense, the guidelines point out the necessity of increasing information network users by providing more seminars for workers in local governments, expanding information-related education, and so on.

The experience of progressive organizations that have already developed information networks reveals the necessity of training people to construct information networks in order to ensure their success.

 

(6) Essential points in promoting local information networks

The guidelines mention three essential points: protection of personal data, computer security measures, and the working conditions of operators.
