The first guidelines also mention the following 7 items as the contents of plans.
a. Vision of information network
b. Establishment and application of information network system
c. Construction of information network infrastructure
d. Promotion of local information network by local industry and encouragement of information-related industries.
e. Establishment of system for promoting construction of local information network
f. Development of human resources for construction of local information network
g. Items requiring careful attention in promoting construction of local information network
(3) Promotion of local information network projects
This section classifies into 3 categories projects considered to be concrete examples of local information network policies that should be promoted by local governments.
1) Construction and use of information systems
This section shows the division of roles between the public and private sectors, and indicates fields where aggressive promotion is Considered to be appropriate.
With regard to division of roles, the first guidelines clarify the principle that each sector should promote construction of information networks in its own field, and states that the public sector should support the private sector in constructing network systems from the viewpoint of revitalizing regions. Also, the public sector should endeavour to utilize the private sector's capabilities even in fields which have been dominated by the public sector in the past.
This is due to the view that it is important to maintain a relationship of cooperation between the public and private sectors to maximize their merits in constructing local information networks.
The guidelines indicate the following 3 fields where local governments should actively construct information network systems.
