few throughout the country which have succeeded in obtaining the expected results. If such a situation continues in future, it will be difficult to avoid concentration of information in big cities, especially in the metropolitan area. If this happens, there is the risk of regional social and economic differences growing wider as a result of a greater information gap between regions.

Development of information networks in the regions is basically an issue which each local government should take up of its own accord, taking into consideration the actual state of the region, but it is not a matter of only specific local governments promoting information networks, as can be seen in the system of each ministry and agency appointing model areas for local information network plans. Rather it is more important to support the regions which are lagging behind, particularly those which are eager to start services but cannot do so due to circumstances. Consequently in order that promotion of local information networks does not end in mere gesture and to ensure smooth execution of projects, it is necessary that local governments, as the overall managing body of the region, propose clear guidelines for promotion of information networks, decide plans in which concrete measures for regional information services are systematically and exhaustively specified, and promote projects in a comprehensive manner, as an entrepreneur themselves or as a supporter of entrepreneurs in the private sector, depending on the situation.

The Ministry of Home Affairs has, therefore, established "guidelines for promotion of local information networks in local governments" (hereafter called the "first guidelines"), and has shown them to all local governments in order to deepen understanding and awareness concerning the promotion of local information networks.

The first guidelines consist of:

1. Deciding of plans for construction of local information network

2. Construction of infrastructure for local information network

3. Development of local information network system

4. Establishment of promotion system and development of human resources.

The first guidelines encourage all local governments to decide plans for constructing a local information network. In this regard, since 1989 the Ministry of Home Affairs has allocated a general local allocation tax
