Of the prefectures, 46 of the 47 prefectures have already made plans and the remaining prefecture is now making a plan.
Of the municipalities, 567 of the 3,255 municipalities have already made plans, 29 are in the process of making plans, and 2,659 have not made any plans yet. All 12 designated cities have already made plans.
The number of local governments which have already made plans or are now in the process of making plans has increased by 19, an increase of 3.3% over the previous year. As for the municipalities, 81.7% of the total have still not made plans yet.
2) Number of local governments which have made plans according to type
The number of local governments which have made plans according to type is shown in Table 2.
The total number of plans is 921, of which 104 were made by prefectures and 817 were made by municipalities.
Of the 104 plans made by prefectures, 61 were made as individual plans, 13 were made as part of other basic plans, and 30 were based on the national basic plan.
Of the 817 plans were made by municipalities, 165 were made as individual plans, 231 were made as part of other basic plans, and 421 were based on the national basic plan.
