Title; State of the Art of Maritime Safety in Korea

Abstract:

Some of the incidents that have been the focus of worldwide attention have become practically legendary and the mention of incidents such as the Torrey Canyon 1967, Amoco Cadiz 1978, Exxon Valdes 1989 and most recently the Sea Empress spill in Wales bring to mind widespread environmental damage and massive clean up effort. In Korea, the thrust toward an increased policy and legislative framework for addressing vessel and tanker safety has been recently addressed through recent policies. This paper will present the state of the art of maritime safety and discussions on policies and research and development on maritime safety in Korea.

Title: Considerations 0n Safety in Mega-Float Structure

Abstract:

The Technological Research Association of Mega-Float was founded in 1995 by major shipyards and steelmakers. The aim of its research is to prove and demonstrate the feasibility of the mega-float concept. The research can be divided into the following five subjects;

(1) To establish a structural design technique

(2) To establish a offshore construction technology

(3) To establish a surface protection and maintenance method to ensure long life (minimum 100 years)

(4) To study individual problems when mega-float is applied to actual facilities,

specially to the airport, and

(5) To study environmental influence

By carrying out these items, not only the feasibility but also the safety of mega-float can be proved. The association has recently set up a committee to discuss safety standards and regulations for mega-float.

Personal History:

Executive director of Technology Research Association of Mega-Float since 1995. B.S. in naval architecture from University of Tokyo, 1953. Employed by Ship Bureau of Ministry of Transport, 1954, consul general in Hamburg (1968-1972), director of agency and ministry divisions (1972-1980), and managing director of organizations related to the Japanese Government (1980-1995).

 

Title: Safety Assessment of Large Tension Leg Platform Based Production Systems

Abstract:

The common processes and technologies used in the safety and risk assessment of large TLP based North Sea production systems will be discussed. Presentation highlights are summarized from the following aspects:

(1) Risk Acceptance Criteria (RAC) Selection and Calibration

(2) Design Accidental Events and Load Effects Selection
