This is with regards to your letter dated June 20, 1997 requesting the undersigned to answer your questionaire regarding ship inspection as practiced in the Philippines.
1. What are the laws and regulations ....
The basic document being used is the Philippine Merchant Marine Rules and Regulations (PMMRR) together with relevant convention requirements such as the S0LAS '74 as amended, MARP0L, COLLREG, L0AD LINE'66, ITC'69, INTERNATIONAL BULK CARRIER CODE, BULK CARGOES AND CHEM CODE, etc.
2. What organizations in the Government ...
a. Maritime Industry Authority (MARINA) - Policy making body with regards to the shipping industry. Also in charge of vessel safety inspection.
b. Philippine Coast Guard (PCG) - MARPOL
c. National Telecommunications Commission (NTC) - Radio installation.
3. What parts of the governmental ...
a. Load Line Assiging Auhorities accredited by the MARINA such as the different IACS members for vessels plying internafional waters (as an example, pls. see attached Memorandum of Agreement between the MARINA and NIPP0N KAIJI KYOKAI), Augusto Suzara, Marine and Industrial Surveyors, and J.M. Fernandez for vessels plying the domestic route (pls. see attached copies of their accreditation).
