Post Symposium Tour / ポストシンポジウムツアー
The Russian tanker NAKHODKA broke apart in the Sea of Japan 106 km NNE of Oki Island of Shimane Prefecture on January 2, 1997. The severed bow of the NAKHODAK drifted on the rough sea and ran aground at Mikuni, Fukui Prefecture, on January 7, and heavy fuel oil spilled from the tanker polluted the coast famous for its scenic beauty and blessed with marine products. It is, therefore, quite natural that as experts, all the foreign speakers invited to the Symposium anticipated an inspection on site. The Symposium was followed by a tour to the seaside town of Mikuni, which took place on July18. The tour was joined by the foreign speakers, Chairman and Vice-Chairman of the Symposium as well as the staff members of the Secretariat. Escorted by the Maritime Safety Agency officials, the participants inspected the shoreline of Mikuni, which had by that time been cleared of oil debris. Yet the participants perceived a slight smell of oil wafting around when approaching the shore. The participants took pictures of the site and listened to the MSA officials explaining response activities made at the site, whilst some of them descended to the shore and attentively turned stones upside down to check the remnant of oil.
ロシア船籍タンカー｢ナホトカ｣号は、平成9年1月2日、島根県隠岐島の北北西106キロの日本海で折損した。同船の破断した船首部は海上を漂流した後、1月7日福井県三国町の浅瀬に漂着した。流出した重油は海産物に恵まれ、風光明媚で知られる同地の海岸線を汚染した。シンポジウムに招へいされた各国講演者の間では、専門家の立場から三国町の現場視察を期待する声が強かったことから、シンポジウム終了後の7月18日に三国町への視察旅行を実施した。当該視察には、各国講演者に加え、シンポジウム議長、副議長、ならびに事務局関係者が参加した。三国町では海上保安庁職員の同行案内により、参加者は海岸線の視察を行った。現地ではこの時までに油の回収作業は終了していたものの、水際ではわずかながら油臭が感知された。参加者はさかんに記録写真の撮影を行い、海上保安庁関係者による除去作業の説明に熱心に耳を傾けていた。波打ち際までおりて足下の石を裏返し、油の残存を確認する研究者の姿もみられた。
