CHAPTER 5 PROJECT JUSTIFICATION

 

5.1 Railway Revenues

 

Railway revenues are estimated based on the current tariff rate with the certain increases for the future and also classified by main line passenger,commuter passenger and main line freight traffics.

 

All the summary with and without the Quadruple Tracking are as shown on the attached tables.

 

5.2 Time Benefits

 

Time benefits are calculated by the train travelling time reduction before and after Quadruple Tracking for the main line passenger. The new commuter passenger travelling time is compared with the bus commuter travelling time along the same direction or the nearly same routes. Detailed time reduction classified by main line express train and local train also by commuter train faster railcar and local railcar are as shown on the attached tables.

 

5.3 Feasibility Analysis

 

Based on the above calculated revenues and benefits, the project investment cost and operation & maintenance costs are compared and the cash-flow are calculated for the feasibility analysis.

 

Results of analysis are summarized below and both for the financial and economic evaluation are justified as feasible for this type of project.

As the result of Quadruple Tracking, the railway system will contribute the great deal of mass transportation through Jakarta Metropolitan Area,especially for the new commuter system between Jakarta city center and Cikarang area. Also for trunk route through the east-west direction, the intercity passenger increase will be expected by railway transport system.
