In fiscal 1995, 46 prefectures and 1,108 municipalities held general disaster drills.
In the prefectures, general disaster drills were held on the assumption that administrative organizations, public organizations, autonomous disaster prevention organizations, emergency fire-fighting support brigades and the Self-Defence Forces would participate in wide-area support.
In many of the municipalities, separate, practical drills were held, including drills with the main emphasis on initial reaction, such as staff mobilization drills, information transmission drills etc., as well as fife-fighting drills, evacuation drills and first-aid training.
