3) Emergency disaster-prevention base-building project plans Local public bodies should prepare an "Emergency disaster-prevention base-building project plan" describing required information such as project content, amount of work and the fiscal year when the project is carried out, when they undertake an emergency disaster-prevention base-building project as an independent regional project based on their regional anti disaster plan. All administrative divisions and designate cities should present the plans to the Ministiy of Home Affairs. All other cities, towns and villages (including local administrative unions) should present the plans to the metropolitan or prefectural government.
The forms for an "Emergency disaster-prevention base- building project plan," etc. are given in the attached appendix.
4) Financial measures
Funds for projects based on an emergency disaster-prevention base-building project plan are allocated from the General Projects/Emergency disaster-prevention base-building project part of the General Independent Projects Bond. A special allocation of tax revenue is provided to cover this debt service.
Specifically, the appropriation rate is about 90%. A special allocation of tax revenue is provided for 50% of the amount of redemption.
