2. Preparations for Earthquakes taken by the National Government
(1) Promotion of Disaster Prevention in Cities
A. Arranging Refuge points and evacuation routes Local Governments provide in the Local Plans for Disaster Prevention measures for evacuation to allow residents to evacuate safely, and arrange safe places of refuge and evacuation routes.
B. Fire-Proofing of Cities In order to protect cities from fire following earthquakes, and to protect the lives of citizens by keeping the places of refuge and the evacuation routes safer, the fireproofing of cities is being improved, especially the neighborhoods around the places of refuge and the evacuation routes, taking advantage of subsidies from the National Government.
C. Tightening Earthquake-Proof Standards of Buildings Because recent earthquakes have caused substantial damage to modern buildings, "New Anti-Earthquake Construction Measures" have been developed, and the Cabinet Ordinance concerning the Construction Standards Law was amended accordingly in 1980.
In addition, safety standards for construction facilits etc., were established.
