The Ground-Effect is a lift increase produced by a pressure increase under a wing very near a surface, for example take off/landing of an airplane. A vehicle using Ground-Effect saves energy compared to airplanes at high altitude. The vehicle, called WISES (Wing-In-Surface Effect Ship), WIG or Ekranoplan, has been researched in many countries for the last 20 years, but it is not yet a widely recognized form of trasport. However, it is very important to establish the WISES safety evaluation standards for sea trafic safety.
The Ship Research Institute has been invastigating WISES performance and safety evaluation. A flight simulation is more effective to evaluate WISES performance and safety in many cases. We compered 2 WISES control systems that propose to keep to a route and an attitude at the design point. We confirmed that the control systems carried out its design purpose in a fluctuating gust and with waves, (Beaufort wind class 5). WISE S characteristics are discussed from a view point of the differences with airplanes, for example relating to waves and the sea surface.
