ABSTRACT

It is said that the city is full of life, Many cities around the Osaka Bay seemed to be a megalopolis which are just like Living things, because that the border line between them become to be meaningless and every city is closely connected with each other.

This paper is described about a study on a new city system that is named GAlA Polis, GAlA is named after a goddess name in Greek mythology, because that there are so many cities in small area around the bay, the faculties of the cities compete one another.

This study was started for overcoming the crisis that the city might not preserve any good activity and comfortable human life in next century by controlling them under an unified network system.

1.はじめに/大阪湾の背景と現状について

最近、大阪湾への期待が高まり、各方面から熱い眼差しが投げかけられている。日本列島2000年の歴史の中で、関西圏の発展は、大阪湾抜きでは考えられない。そして今後も大阪湾の役割は大きい。

大阪湾地域の将来像は、現世代が次世代に手渡す最大の遺産であるだけに、無責任であってはならないし、将来像確立への継続的努力と手法が円滑に引き継がれなければならない。

過去は現在を語り、未来は現在を問う。

大阪湾の位置づけを歴史の中からと、21世紀の経済社会の中からみつめ直し、克服すべき課題を生まれ変わる大阪湾の実現の立場から考えてみたい。

地域への愛情と取組みというと、わが国ではとかく県人意識に代表される縄張り意識と偏愛体質からしか評価しない共同体的風土が強く残されている。

しかし、グローバル経済化が進展し、とくに広域的地域連帯が呼ばれている中で、村落共同体的閉鎖社会では、自己満足は得られても、本質的対応策はみい出せない。

関西の地域課題は、今や地域住民一人ひとりの、地域に対する認識転換が必要である。当然のことながら、大阪湾ベイエリアも同じことが求められている。
