ABSTRACT
A variety of research subjects and facilities are under review in the face of an aging society. From among these, the way in which access to marine recreation which attracts the greatest number of people presents the greatest obstructs to elderly or disabled people will be pointed out. Based on this, the results of survey among the elderly and disabled, who are users of facilities in Kanagawa Prefecture, with respect to their mindset concerning marine recreation will be presented. Further, the differences in mindset to marine recreation among people who live in proximity of the coast and those living inland will be analyzed. A structure for coastal facilities desired by the elderly and disabled will be proposed based on the results of the survey. At the same time, Hiratsuka Seashore in Kanagawa Prefecture will be taken up as an example of barrier free design of coastal facilities that takes into consideration access by these population groups. It will be pointed out that the fundamental concept of this plan is to achieve accessibility and safety in marine activities and as a conclusion, thoughts on an universal coast that takes into consideration aspects of human rights will be presented.
