The largest cities and industries of Japan, are located in coastal zones around Tokyo Bay, Osaka Bay and closed bays such as those in the Inland Sea. And their areas go on growing in ekonomic activities. The coastal zone is getting growing expectation as a demand space that is important from the infrastructuries and the recreation areas. However, the coastal zone has serious environment problems as water pollution, decrease in wetland, and so on.
Developments that only met social demands will make environment problem getting worse. Therefore, it requires harmony between human society and nature.
In order to carry out it. we need for mitigation projects in coastal zone planning.
Environmental improvement projects have been made in terms of human living and economic. Further, it has not yet been indicated as for basic concept. methodology and standard estimation for alternatives.
Therefore. This paper proposes system as follows:
1)Methodology for making alternatives.
2)Establishment of standard estimation for alternatives cosidering project cost, and so on.
Using this system. making mitigation projects would go on rationally. Thus, we have one of basic that isencourage for restoration to new environment.
