ABSTRACT
In recent years, environmental problems, including marine pollution, have become the common concern of people everywhere. Over development in the coastal zone has deteriorated the coastal environment on a worldwide basis, and the Japanese coast is no exemption. Today, the need to strike a balance between development and environmental protection is widely recognized, and there is a new emphasis on preserving the natural environment as well as habitat restoration and creation.
The mitigation programs seen in the United States provide good examples of this trend, and Japan is also preparing to implement a mitigation system.
This paper examines the current Japanese administrative structure in an attempt to identify the kind of mitigation programs and technologies that would be suitable to Japan. The attitudes of administrations towards mitigation were surveyed, and the main issues involved in implementing mitigation programs in Japan were extracted. As a result, this research showed that Japanese administrations recognize the importance of environmental mitigation, but are concerned with issues such as technology and the attitude of local residents. The current state of mitigation technology in Japan centers on adding environmental protection measures to extant civil engineering techniques.
