洲本市南部地域の環境特性の把握と環境管理システムの構築

Development of Environmental Management System in the Southern Area of Sumoto-City Based on Studies of Environment in Yura

Abstract

Research Committee on Marine Environment of Coastal Area has been carrying out research works on environments in the Southern area of Sumoto City located in the Southern mouth of Osaka Bay with the cooperation of people living in the area. Natural environment of land and sea ecosystem, social, cultural and economical environment of the community as well as the human life-style and their activities has been investigated by means of measurements, questionnaire survey, public hearing and publications.

The research works are still continuing after two years from the beginning, results obtained through the research has made it possible to state that the Southern area of Sumoto City still keeps good environmental situation, though there are many environmental problems in their life-style, daily activities, and so on.

In this paper, the authors will present the outline of the research works carried out there, some typical results of environment and an idea to establish the environmental management system to be applied the area.

1. 緒言

大阪湾の環境改善・創造に向けた取り組みが始められようとしているが、現状把握の遅れ、環境に関する目標値の設定の遅れなどにより、望ましい海域環境と環境管理のモデルを設定することは困難な状況にある。このような状況の中で、洲本市南部地域には優れた自然環境と生活文化環境が残されている。即ち、成が島に囲まれた由良湾、後背の山野の自然林、自然の海岸線を挟んだ森と海の連続性、これらの自然環境によって育まれた豊かな漁場、など海との関わりに生きる独特の文化をもつ由良地区の集落が存在する。

著者等は、この洲本市南部地域の優れた環境に関して、海域、陸域、陸海、海と人間活動、集落の広い観点からの総合調査を実施してきた。調査結果は地域社会、洲本市を初め関心のある関係者に公開し、この地域の環境の現況と特性を把握して、この地域をモデルとした「望ましい海域環境モデル」を把握する。さらに、その成果をぺースとした「持続可能な発展を前提とした大阪湾域の海陸一体の環境管理システム」を構築することを目的として研究が進められている。

本論文は、研究によって得られた成果の一部と環境管理システム構築への方向を示すものである。

2. 洲本市南部地域の環境

2.1 由良地域の環境の概況

洲本港から南へ約6〜10kmに位置する由良地域は、天然の良港を持つ漁業の町として知られている。江戸初期までは淡路島の中心的な域下町として発展した。また、古くから風待ち港として大阪や紀州と四国を結ぶ中継地であり、檜垣回船等が寄港する交流拠点でもあった。一方、その立地と地形上南海の一大要塞として孤立した時代もあった。

この由良地域は、成が島、紀淡海峡、生石・熊田等の豊かな自然に恵まれた温暖な地であり、1950年に国立公園に指定された。なかでも、紀伊水道に面する生石・熊
