ABSTRACT
I have observed the transformation of Tokyo Bay that has transpired as a result of changes in the social system through my 40 years work as a fisherman since the age of seventeen. The San Francisco Bay Plan of the United States was encountered through my questioning of the validity of the development plan involving the construction of bay bridge across Tokyo Bay and this paper which explain the activities involved in attempting to effect a similar plan in Tokyo Bay. Further, the richly endowed natural environment of Tokyo Bay prior to the 1950's and the fact that the shoreline and the shallows of the bay had supported the fertility of ecosystem will be explained in addition to a discussion of the environmental problems generated subsequently. Further, the extent to which the social concept of affording benefits to the majority has resulted in the destruction of the natural environment and events leasing to fishermen, who comprise the minority giving up their means of livelihood will also be explained. The huge amounts of tax paid in order to effect relinquishment of the fishing rights will be shown and the reason why the fishermen of Funabashi attempted to return indemnity payment amounting to 10 billion yen will be explained.
