(2) Introduction of monitoring system
Various sensors/detectors that could detect the condition of devices and a monitoring system were developed, and by connecting the monitoring system to the CTC system, the condition of facilities was transmitted to a dispatch center and/or a maintenance depot. The introduction of remote monitoring system eliminated the need for some periodic inspection work.

The introduction of monitoring systems is not always easy in practice. A monitoring system must be highly reliable and not provide incorrect information that may annoy maintenance staff. A superannuated facility may annoy them by frequent alarms. As an example, signal-cable-earth automatic detectors were installed nationwide (signal-cable wires that control important equipment such as signals and switching machines have to be insulated from the earth to avoid misoperation), and were set to sound an alarm at less than 100 kΩ. As a result, the alarm sounded non-stop at some stations until almost all of the cables were replaced by new ones. One of the causes of cable damage was gnawing by mice, which led the management to introduce corrugated-steel-pipe-armoured cables.
