will be also adjusted and those crops that heavily consume water are limited
to grow. Distribution of cities and towns will be suited with water resourc
es availablc by employlng an urban development strategy of limitlng big citi
es and meg-cities and rationally dcveloping medium- and small-sized cities.
3. Explore new sources of water and address the issue on the shortagcs of water
in water scarcity areas. Givlng consideration of the reasonable demands for
water requlred by both nowing-in and flowing-out dralnage areas and their e
cological environments, a number of thc projects to divert water of the Chan
giiang River from South to thc ccntrul and eastcrn areas. In the areas where
certain conditions are available, motor-pumped wells are requlred to dig fo
r well irrigation, so as to relax water shortage supply.
4. Deepen the reforms in the rystems for development and utilization of water r
esources to Improve the systems and regulations for the compensated use of w
ater resources and its price systems. In this way, a compensated system for
renewing resources will be gradually set up.
5. Renovation of waste water and utilization of sea water. With booming economi
c development, the discharge of sewage will substantlally increase. It is po
ssible for us to expand new sources of water to address water shortages in f
arming and make water environmental pollution controlled if waste water Is p
rocessed to meet the discharge standards as permltted by the environment. In
addition, China has a very long coastllne. Thus, in China's coastal areas,
people there can substantlally make use of seawater, in some industries as c
ooling water. However, there is a big gap in seawater use rate, compared wit
h other developed countries. Currently, some clties as Qingdao and Dalian ha
ve obtained rich experience in thls regard. So, other coastal cities also fo
llow them to solve their problems on water shortages by replacing fresh wate
r with seawater.
In recent years, the Chinese government has paid special attention to the legis
lation of watcr re.sources and formulated a set of major laws and regulations g
overnlng the protection and management of water resources. In 1984 and 1991, th
e Standing Committee of the National People's Congress promulgated "Law of the
Protection and Treatment of Water Pollution" and Law of the Protection of Water
and Land Resources" respectively. In 1996, the former one was revised. It stre
sses the management of river valley over water pollution and centralized manage
ment of sewage from urban areas and rcinforccd the protection of sources of dri
nking water against pollution.
