budgetary, human and administrative resources. We take note of the strong international
consensus on the need to mobilize significant domestic and external financial re-sources
and endorse the estimated resource requirements set forth in the Program of Action.
Additional resources to population and development programs should be made available by
shifting resources from defense expenditures.

and spread effects and high investment efficiency of resources invested in the fields of
population and development and affirm the need to pour human and financial resources
strategically in population and development for the sake of stable and sustainable
economic development in the Asian region.

strive to fulfill the agreed target of 0.7 percent of their gross national product for
overall official development assistance, to earmark 50 percent of this share for women and
gender- related activities as well as for population activities and to monitor the use of
those resources. We also urge governments to honor the commitments made at previous
international and regional conferences and to allocate the resources pledged under the
respective action plans and programs.
