The Master of the vessel calls Port Operations Control and asked for assistance. The two tugs continue in their attempts to refloat the tanker but without success. There is extensive
damage to the vessel's No.1 port tank, leading to the spillage of about 300 tons of oil. Due to the flood tide, the oil spill moves towards Selat Pauh. This threatens the beach in Pdlau Hantu and the coral reefs in the area.

 

On receiving the report, MPA activates the Marine Emergency Action Procedure (MEAP). SEMCO and PSA are also activated by the Authority. Representatives from Shell, Earl and Semco are invited to join the Emergency Operations Committee, chaired by the Port Master at the Hot Response Room. The resources deployed include 10 anti-pollution craft, booms, skimmers and tanks to collect the recovered oil. Vessels in the vicinity are cautioned to keep clear of the exercise area. The EOC issues the 'stand down' instruction upon completion of the exercise.

7 REPORT FROM PARTICIPANTS, LIAISON OFFICERS AND OBSERVERS

 

a) All participants, liaison officers and observers to the exercise are welcome to submit a OBSERVATION REPORT as contained in APPENDIX 3 for the Debriefing Exercise.
b) All participants and liaison officers are invited to attend the Debriefing Exercise to be held at 1430 hours on 30 Aug 96 at #19-00, Port Master's Department.
