The Maritime and Port Authority of Singapore (MPA), together with the Port of Singapore Authority, Ministry of Defence, Police Coast Guard, Petroleum Association of Japan and the local oil industry will be holding a oil spill combat exercise (Code-named "JOSE 96") on 27 Aug 96 in Singapore waters. The exercise, which will take place at Lat. 01° 11.3' N, Long. 103° 46.5', follows the 2nd OSPAR management committee meeting held on 26 Aug 96.
2 AIM OF THE EXERCISE
The aim of the exercise is to test the operational aspects of the MARINE EMERGENCY ACTION PROCEDURE (MEAP) for combating a major oil spill within the territorial waters of Singapore.
a) EXERCISE CO-ORDINATOR
(1) The field exercise shall be co-ordinated by the Maritime and Port Authonty of Singapore (MPA).
(2) All Press releases for the field exercise shall be co-ordinated by MPA.
b) OBJECTIVES OF THE EXERCISE
(1) To test the co-ordination of the local response to a major oil spill.
(2) To test the resources and equipment used to combat a major oil spill.
(3) To test the communication links between the parties to the MEAP in the event of an oil spill in Singapore waters.
(4) To pool the experiences of the participants in combating oil spills.
