EXTRA INFORMATION PROVIDED BY THE NETHERLANDS JUSTIFYING
THE MANDATORY ROUTE FOR TANKERS FROM NORTH HINDER
TO THE GERMAN BIGHT AND VICE VERSA

 

The following additional information was given to justify the need for the mandatory measures:

.1  Compliance of the present recommendatory nature of the two-way tanker route

From the programme of traffic surveys, which are still being carried out, it appears that medium. sized oil- and chemical tankers still use the main traffic routes closer inshore. This is in particular the case for the TSS "Off Texel and the Vlieland routeing system;

.2  Accidents

The number of accidents in the area concerned is relatively low. In recent years one chemical tanker sank after a collision with a container vessel. One life was lost and almost the entire cargo was lost into the marine environment;

.3  Public concern with respect to tanker accidents

In view of the tanker disasters which took place previously there is great public concern with respect to tanker safety in the waters of both sponsoring Governments. The Governments are under great pressure to implement mandatory measures with respect to these vessels. Recommendatory measures do not suffice any more; and

.4  Review of measures taken

The sponsoring Governments intend to present to the Organization on a regular basis reviews with respect to compliance of measures, effectiveness-of measures, surveys of traffic, incidents and/or accidents taking place and all other pertinent information,
