会議において我が国は、「BCコード付録A(液状化物質のリスト)の記述が、貨物の名前だけであり、より多くの情報を含んでいないこと、名前の幾つかは業界用語となっていて、統一性に欠けること」を指摘し、「これらの問題点を解決するためには、付録Aを表形式にするとともに、運送において用いるべき名前(Proper Shipping Name)を明らかにする必要がある旨」を説明した。これに対して議長から、1950年代より変わっていない本付録の改正案を提案しIMOへ貢献したことへの謝辞が述べられた。この提案に反対する国は無く、ポーランド、オランダ、カナダ、ペルー、ギリシャ、米国は賛成の意を表明した。また、オランダは、Proper Shipping NameをCorrect Technical Nameと代えた方がよいとの意見を述べ、さらに、付録C(液状化物質でも危険物でも無い物質)にもこうした正しい名前を含めることを検討すべきとの考えを示した。カナダは我が国が提案した新しい表に示された貨物の性状等を確認する必要があるとの意見を述べ、米国がこの意見を支持した。議論の結果、我が国提案の趣旨が採択され、詳細についてはE&Tグループにおいて検討されることが承認された。なお、提案文書A.2.1表中の特別要件「Loading during rain is unacceptable. It may cause heating. It should be trimmed reasonably level.」の記載を削除することを述べ了承された。
A.2.1Varying term exits to describe mineral concentrates. All known terms are listed in the table below but the list is not exhaustive. Each material listed in the table below is described by a Correct Technical Name which should be utilized on documents. When several names are used to describe the same material, these are only regarded as synonyms or trade names and are included in the table below as a reference to the appropriate Correct Technical Name. Such synonyms and trade names should not be utilized on documents as the main description of the material, however, for information purpose, their inclusion, in addition to the Correct Technical Name is acceptable. The Correct Technical Names are distinguished by the names which are in capital letters in the table.
